Four ways to buy a home in Odesa without paying the full sum at once

There are four routes on the market, and they do not compete: each covers a different case. eOselia is a loan at 3 or 7 per cent for buyers who own no home, or one smaller than the norm. eVidnovlennia is a certificate replacing destroyed housing, not a loan and never repaid. Developer instalments mean paying in parts with no bank. An ordinary mortgage carries a market rate but none of the programme restrictions.

We currently list 6 918 properties. A metre costs 1 450 $ in new builds and 1 210 $ on resale, and the cheapest home starts at 4 700 $. Each route fits a different slice of that list, and this is where buyers lose time: they find an apartment first and learn later that it does not qualify.

A short fork, so you need not read everything

Housing destroyed by hostilities with a commission decision in hand: the eVidnovlennia certificate. A serviceman, veteran, medic, teacher, researcher, law enforcement officer or displaced person who owns no home: eOselia at 3 per cent. No privileged category, but a down payment from 20 per cent and documented income: eOselia at 7. Refused by a bank, or income that papers cannot prove: developer instalments. Resale housing with no age limit: an ordinary mortgage.

What cannot be combined

A state programme pays the seller the full amount under a sale contract, while instalments are an agreement to pay in parts, so the two rarely share one deal. Developers sometimes take the first part in cash and the rest through a programme, but that is settled property by property rather than being a rule. Two certificates, or two programmes, do not stack on one purchase either.

The resale market: where it is open and where it is not

This is the main difference between the routes, and it decides what you are looking for. An eVidnovlennia certificate covers resale with no limit on the construction year. eOselia in Odesa opens resale up to 20 years to internally displaced persons only, because the 20 year allowance for privileged categories exists in five frontline regions and Odesa is not among them. An ordinary mortgage takes resale on the bank's terms rather than a programme's. Instalments are always the primary market.

What is the same in all four

The seller's documents, the appraisal, the notary and the registration of ownership. In every scheme deals collapse over the property rather than the rate: it fails the programme requirements, carries encumbrances or debts, or appraises below the asking price. That is why checking the property comes before choosing the route.

Which programme is better

Comparing them head to head makes little sense, because they answer different situations. A certificate is never repaid, so it beats any loan, but only owners of destroyed housing receive one. eOselia is cheaper than a market mortgage yet carries conditions on category, area and building age.

Can two programmes be combined in one deal

Usually not. A programme pays the seller the full contract amount, and a second payment does not fit that structure. Developers occasionally make an exception, taking the first part in cash and the rest through a programme.

What to do after an eOselia refusal

Find the reason first: most often it is the area of housing already owned, or a property failing the building age rule or the price per metre limit. In the first case the programme is closed; in the second a different property is enough. If income cannot be documented, developer instalments remain.

Do the programmes work on the resale market

The eVidnovlennia certificate does, with no construction year limit. eOselia does in Odesa for internally displaced persons only, up to 20 years of building age. An ordinary mortgage does, on the bank's terms. Instalments do not: that is the primary market.

Which documents are needed in any case

The buyer's passport and tax number, proof of income for the credit routes, and from the seller the title documents, a register extract, and certificates on registered residents and outstanding debts. The programmes add an application in Diia.

Which way of paying is cheaper
