The programme sets no limit on building age, area or the number of rooms. There is one real limit and it is financial: the certificate amount calculated by the commission for your destroyed home. Why certificate holders usually buy a finished apartment
Because a certificate does not answer the question of where to live now. In an early stage new build, a completion date sits between the deal and moving in, and someone who has lost a home rarely has that time. A finished apartment on the resale market settles the matter right after the deal, which is why most certificate purchases are resale. A metre costs 1 450 $ in new builds and 1 210 $ on resale, and paying extra for readiness makes sense here more often than usual.
What must be checked in such an apartment
The seller documents have to be clean not for comfort but for payment: the state transfers the money after the deal, and a doubtful package stops the payment once the contract is already signed. So we look at the ownership history, the grounds of acquisition, registered residents, encumbrances and seizures, utility debts and remodelling approvals. The first: 30 days from the reservation of funds to the signing of the contract. The second: the day ownership of the destroyed property has to be terminated, without which the deal cannot proceed.
