New builds in Odesa under the eOselia programme
Residential complexes here: choose a complex and see its flats.
eOselia: state mortgage at 3% or 7% a year for the first ten years, then 6% or 10%. Term up to 20 years, down payment from 20% of the price. The bank checks the price per square metre: it cannot exceed twice the indicative housing cost in Odesa region. Only listings marked by an agent as eligible for state programs are shown here. More about the terms
Resale homes qualify too: the building is up to 3 years old, up to 20 years for IDPs and frontline communities. Flat area norm: 52.5 m² for one or two people, 73.5 m² for three, plus 21 m² for each next person, up to 115.5 m². Estimate the payment below and confirm the terms for your category with the bank.

The 3 per cent rate is for contract military, defenders, security forces and their families, and for doctors, teachers and researchers in the state and municipal sector. Everyone else, including displaced persons, gets 7 per cent.
No interest; if the developer adds a markup, the payment will be higher.
Approximate, without bank insurance and fees.

Why eOselia buyers in Odesa choose new builds
Because of the building age rule. The programme accepts housing no older than three years at the date of the contract, and resale up to 20 years is open in Odesa to internally displaced persons only. For everyone else the search is for housing under three years old, which is not only new builds: an apartment sold by an owner in a queue completed two years ago qualifies in the same way. A metre at 1 541 $.
The property has to clear the bank as well as the programme
The programme sets the rate, but the decision on a particular building is the partner bank. Those are two different filters. The bank looks at the developer, the construction stage, the paperwork on the property and whether the complex is accredited with it. That is why a property at the same price passes in one bank and fails in another, and why each bank keeps its own list of accredited complexes.
The question worth asking before spending anything: does this bank accept this property at its current stage. We ask it on your behalf, because an appraisal ordered in advance is simply lost if the answer is no.
The price per metre limit hits renovated new builds
The price per square metre may not exceed twice the indicative value published for the region, and an excess of up to 10 per cent is covered from your own funds. In new builds it is the apartments with finished renovation that most often break that limit: renovation lifts the price per metre, while the limit is calculated for housing without it. The same apartment without renovation is sometimes the only way to stay inside the programme.
The area norm narrows the choice of layout
The programme will not finance more space than the norm allows. For an apartment that is 52.5 sq m for one person, 73.5 for two or three, plus 21 sq m for each additional person from the fourth, and no more than 115.5 in total. In practice a single buyer cannot take a three room apartment under the programme, while a family with two children gains access to layouts that small queues do not offer.
What we check before the application
Three things, all of them before the appraisal: whether the property qualifies by age and type, whether the price per metre stays inside the limit, and whether the complex is accredited with your bank. Then we look at the developer separately from the programme: completed queues, the pace of work, court disputes. The programme protects the rate, not the construction, and those two should not be confused.
Work out the payment before choosing a queue
The calculator on this page covers both programme rates, and in a new build it pays to use it before any viewing: at the same floor area the payment differs noticeably between queues, because the metre costs less at an early stage. The order is simple: the payment first, then whether the complex is accredited with your bank, and only then the appraisal.

FAQ
Frequently asked questions
Which new builds in Odesa accept eOselia
Those accredited with a partner bank that also pass the building age rule and the price per metre limit. Each bank keeps its own list and it changes, so we assemble the selection for your category and budget on the day you ask.
Can an apartment in a building still under construction qualify
That is a question for the partner bank: it decides by the stage of readiness and the documents, and the answer differs between banks. We confirm it before you order an appraisal.
Why does a renovated apartment fail
Because of the price per metre limit, which may not exceed twice the regional indicative value. Renovation raises the price per metre and pushes the property past the limit even when its age and area qualify.
How much space can be bought under the programme
No more than the norm: 52.5 sq m for one person, 73.5 for two or three, plus 21 for each further person, up to 115.5. It is the programme rather than the bank that caps this.
Is a new build worth it for a displaced buyer
Yes, and your choice is wider than most: both new builds and resale up to 20 years are open to you. Compare them by price per metre and by how soon you can move in, since the rate is the same either way.
How do I work out an eOselia payment for a new build
Enter the price in the queue you want, the down payment and the term. The result covers the privileged and the general rate. Remember that the metre differs between queues of the same complex, so each building deserves its own calculation.
