A valuation is not about finding out the price. It is a document: the notary calculates tax from the figure in the report, the bank calculates the loan from it, and the tax office checks the deal against it. So what matters is not the number but whether the report will be accepted.
We arrange valuations for a specific purpose: a sale, an inheritance, a mortgage, a court case. The valuation is carried out by a certified appraiser, the report is registered with the state property fund database, and the notary checks it by that registration number. Without the number the document will not be accepted, and that is the most common reason deals get postponed.

The most common case: a sale, a gift or an inheritance through a notary. The notary calculates tax and state duty from the report, so what matters is not the figure but the registration: the report must be in the state property fund database, and it is that number the notary checks. A bank treats the apartment as collateral, so it sets its own requirements: a complete photographic record, no unauthorised alterations, and sometimes its own list of appraisers. Order the valuation after preliminary loan approval rather than before. Mention the eOselya programme at the start: it determines the list of photographs and annexes.

Valuation for inheritance
The key difference is the date: the valuation reflects the date of death, not the day you approach the notary. Months often pass between the two, and the market moves in between. If the death occurred several years ago, the appraiser needs market data from that period, which takes longer than usual.

Valuation of a land plot
A different methodology: designated land use matters, not the price of neighbouring apartments. The plot documents with the cadastral number and an extract on designated use are required. From 1 800 UAH (eq. 40 USD) for a plot, same one to two working days. If there is a house on the plot, that is either two valuations or one combined report, depending on what the notary asks for.

Six months from the date of valuation. After that a notarial deal needs a new report. If the deal slips beyond that window, the valuation has to be redone.

How an expert valuation differs from the market price
An expert valuation is a figure produced under a methodology, on a specific date, in a numbered document. The market price is what buyers actually pay today.
The two drift apart constantly, and that is not an appraiser error. A valuation relies on completed deals, and those reflect the market with a delay. In a rising market the valuation usually sits below the market; in a quiet one it can sit above.
For tax, the valuation is what counts. For negotiation, the market price is.

How it differs from the average prices on our site
The average prices on our site are a snapshot of the market: what sellers are currently asking per square metre in a given district. As at October 2026 that runs from 967 dollars per square metre in the Peresypskyi district to 2064 in Arkadia, with new developments at 1557 and resale housing at 1198.
Those figures are useful for understanding the order of magnitude and for checking yourself before talking to an appraiser. The document will carry a different number: the appraiser values one specific apartment with its floor, condition and outlook, not the district average.

Who may carry out a valuation?
A certified appraiser listed in the state register. An agent, a neighbour or an online calculator cannot: their figure is not a document.
Why did the notary refuse the report?
The most common reason is the absence of registration in the state fund database. The report may be correct in substance, but without a number in the database it does not exist as far as the notary is concerned.
Can a valuation be done without inspecting the apartment?
Formally yes, from documents and photographs. Without an inspection the appraiser cannot see the condition, so the figure comes out more conservative. Banks often refuse such a report.
How long does a valuation take?
1-2 working days from the point where documents are in hand and the inspection is done. Same-day is available at a surcharge.
Who pays for the valuation in a sale?
By agreement. Usually the seller, because the report is needed for the seller tax, but the parties can decide otherwise.
Can a valuation be understated to reduce tax?
An understated valuation reduces the tax, and also the amount the bank will lend to your buyer, so it is not always in the seller favour. Beyond that, the appraiser is accountable for the report, and the figure has to hold up against the comparable properties.
What if the valuation came out lower than expected?
Read the report and look at which properties were used for comparison. If the appraiser used apartments in worse condition or in another district, that can be raised.
Is your report suitable for the eOselya programme?
Yes, provided the valuation is prepared to the requirements of the bank running the programme. Say so at the start: it determines the list of photographs and documents.
