A certificate also works on a property under construction
The programme expressly allows a certificate to be used for housing under construction, not only for finished homes. The choice between a new build and a completed apartment is not about the price per metre but about where you will live until you move in. If you have somewhere to wait, a new build offers a cheaper metre and a wider choice of layouts: a new build metre costs 1 450 $.
The form of the deal differs in a new build, and that is the main question
The state transfers the funds under a contract, so in a new build it has to be clear in advance which contract is signed in that particular building and what passes to the buyer under it. In a completed building it is a sale with registered ownership. In a building under construction the set of documents differs between developers, and that is what we check with the notary before the funds are reserved, because the payment depends on it.
Thirty days against the developer pace
There are 30 days from the reservation of funds to the signing. In a new build that time goes on paperwork rather than deliberation: certificates, approvals, and the contract drawn up by the sales department. A large developer experienced in such deals assembles the package within a week; a small one may use the whole period. That is why we ask about their experience with certificate deals before anything is reserved.
What a new build with a certificate will not give you
A quick move in: a completion date sits between the deal and the keys, and it slips. Bargaining on the price per metre: the sales office works from a price list, and the discount comes from the construction stage rather than the programme. And instalments alongside the certificate: the programme pays the full amount under the contract, so two payment schemes rarely fit one deal.

The construction permit and the land title, completed queues, the pace of work on site, court disputes. Separately, their experience with housing certificates: if a developer has never handled one, the 30 day window becomes a risk in itself. The purchased home cannot be sold, gifted or transferred for five years, which is worth weighing when choosing an apartment for the long term.
