Why houses come up more often than expected
Because certificates go to people who lost a house rather than an apartment: destruction has been heavier in private housing. For such a family an apartment means changing how they live, while a house outside Odesa with a plot is closer to what they had. A metre in houses is priced differently from apartments, and the same money usually buys more space, though utilities and heating add costs an apartment does not carry.
What is checked in a house and not in an apartment
The title to the land plot, its boundaries and designated use. The commissioning of the house: without that document there is no registered ownership, and therefore nothing a certificate deal can be concluded about. Then unauthorised structures and extensions missing from the papers, since those are what break deals at registration. And separately the utilities: gas, water, electricity and sewerage, because people look at them after moving in, while the money is needed at once.
The deadlines, the same for every certificate deal
Thirty days from the reservation of funds to the signing of the contract. Before the deal, ownership of the destroyed property is terminated by a notary with state registrar powers or by a public service centre. The purchased house cannot be sold, gifted or transferred for five years. The certificate itself is valid for five years from the day it is issued.
