Sea Town stands on Akademika Sakharova Street in the Peresypskyi district of Odesa, and Platinumbud has updated the site report for September. The planned completion year is 2026, so about a year was left at the date of the report.
A year before handover is the moment when documents can still be checked calmly rather than on the day of signing. Below is what to look at this stage, and where to look in Sea Town specifically.
Title to the land and the lease term
The first thing to look at in a building still under construction is the basis on which the land is held. Ownership or a lease, and if a lease, until which year. The term has to outlast the construction with room to spare: if it ends before the planned handover, an extension becomes a separate story and the buyer is the last to hear about it.
The notary obtains the extract from the State Register of Property Rights for the plot. It shows the owner of the land, any encumbrances, and the designated use, which must permit apartment buildings rather than individual housing.
The construction permit and the number of storeys
The second document is the permit for construction works. It states the number of storeys and of apartments, and both have to match what is being sold. A discrepancy of a few floors means part of the building is going up outside the permit, and it will be the apartment owners who have to legalise it.
You can check this yourself through the open registers, free of charge. If you would rather not, we do it as a separate service: document and developer checks.
What the developer itself tells you
Platinumbud has been building in Odesa since 2019 and has several complexes. What matters to a buyer is not how many, but whether any of them is finished and commissioned: a completed building is the only real evidence that the company sees a project through.
The list of the companyʼs projects is on the Platinumbud page, which also shows how many of them are on sale now.
How this compares with the market
Sea Town is comfort class in the most affordable part of the city: apartments of 30 to 65 m² with a finish from the developer. A metre across Odesa apartments now costs 942 $, and a metre in a new build costs more than one on the resale market almost always.
Current prices and layouts in this particular building are on the Sea Town page, and prices by district and micro district on the apartment prices in Odesa page: they change, and there is no sense in freezing them into a news item.
What should be checked in Sea Town a year before handover?
Title to the land and the lease term, the construction permit and whether the number of storeys in it matches what is being sold, the designated use of the plot, and whether the developer has any completed buildings.
Who is the developer and where is the complex?
The developer is Platinumbud, building in Odesa since 2019. The complex stands on Akademika Sakharova Street in the Peresypskyi district, comfort class, with apartments of 30 to 65 m² and a finish from the developer.
Are there apartments from investors in this complex?
There are no investor offers in the complex at the moment, and what is on sale comes from the developer. We will let you know as soon as any appear: their price and terms often differ from the developer price list.
When is Sea Town due for completion?
The developer gives 2026 as the planned year. The catalogue shows the term as 2024 to 2026 because the building goes up in phases. Confirm the current date with the sales office: a slipped deadline is ordinary practice in this market, and it is better to know before the deposit.
Does the buyer pay a commission?
No. Apartments in new builds are sold at the developer price and FAKTOR is its partner. A selection within your budget in Sea Town (Sea Town) will be prepared by a FAKTOR specialist.
