Internally displaced people hold a special position in this programme, and it is often reported wrongly. There are two differences, both substantial: the rate is 3 per cent rather than 7, and the secondary market is open up to a building age of 20 years. In Odesa the second difference matters more than the first. Rules as at 31 July 2026, rates in force since 19 September 2024.
The rate: three per cent, not seven
Displaced people belong to the same group as service members, war veterans, medical staff, teachers and researchers in the state and municipal sector: 3 per cent for the first ten years, then 6. Seven per cent applies to all other citizens, and confusing the two is expensive: the payment difference is roughly double.
If a bank quotes you 7 per cent while you hold a displacement certificate, that is a question for the bank, not for the programme.
The secondary market: the only category it is open to in Odesa
Most categories need a new build or a building no older than three years. For displaced people the limit is different: up to 20 years, and it applies across the country. Other priority categories have the same limit, but only in five frontline regions: Chernihiv, Sumy, Kharkiv, Zaporizhzhia and Kherson.
For Odesa that means something simple: of all the categories, displaced people are the ones who can choose from finished housing in established districts rather than new builds alone. A city benchmark: a square metre on the secondary market is 942 $ now against 1 572 $ in new builds. We have 2 491 listing.
The area norm counts the housing you own now
The condition is the same as for everyone: you own no housing, or its area is below the norm. For a flat the norm is 52.5 for two or three, plus 21 for each person from the fourth, and no more than 115.5 in total. For a house it is 62.5, 83.5, plus 21, and no more than 125.5.
The question displaced people ask most is whether housing left in occupied or destroyed territory counts. The answer depends on what the state registers say about that property, which is exactly why the Diia application checks registers rather than your word. This is settled before the bank, not at the bank.
The eVidnovlennia certificate alongside the programme
The law allowing an eVidnovlennia certificate to be used for a purchase under eOselia has been passed. The practical sense is simple: the certificate covers part of the price and the programme covers the rest. There is a restriction too: housing bought with a certificate cannot be disposed of for five years.
The certificate is not limited to flats: it can also pay for a private house, on the primary or the secondary market.
The change from 1 August 2026
From that date displaced people who are already participants in eOselia, or who previously used a preferential mortgage under it, no longer receive housing certificates. The order of steps now matters: the certificate first, the programme second, not the other way round.
Documents to prepare in advance
The displacement registration certificate, passport and tax number, documents on family composition, and income proof in a form the bank accepts. For the property it is the standard package: the seller title document, the technical passport and a valuation report registered in the state database.
The secondary market adds what new builds do not have: the chain of title, a check for encumbrances and the consent of all co-owners. That is work for a lawyer, and it belongs before the deposit rather than after.
These numbers are stated as of 14.10.2026.
What rate applies to displaced people
Three per cent for the first ten years, then six. Seven per cent applies to other citizens, not to displaced people.
Can I buy secondary market housing in Odesa under the programme
Displaced people can, if the building is no more than 20 years old. For other categories in Odesa it has to be a new build or a building no older than three years.
Does housing left in a combat zone count
What counts is what the state registers say about it at the time of the application. This is checked in Diia, and it is worth checking before choosing a flat.
Can an eVidnovlennia certificate be combined with eOselia
Yes. The certificate covers part of the price and the programme the rest. The housing cannot be disposed of for five years.
