Northern Cyprus: limits on foreign purchases and transaction permission

Northern Cyprus attracts buyers with its prices, which is exactly why questions about limits are rarely asked. Briefly, the position as at October 2026.

Every transaction with a foreign buyer requires permission from the Council of Ministers. That is a clearance, including on the property's proximity to military zones, and without it title will not be transferred into your name.

Quantitative limits apply. A foreign individual or company may acquire one residential property on a plot of up to roughly 1,338 square metres, or up to three apartments, or up to two detached houses within an approved complex. For Turkish citizens the limits are higher. The exact wording is being clarified: the rules have been revised, and a local lawyer checks them before the transaction.

Once permission is granted there is a deadline for completing the transfer, commonly cited as about a year. Missing it means starting the procedure again.

And the central point, which has not changed: title deeds here differ in reliability, and some land remains in dispute following the 1974 division. The type of title is checked before the deposit, not after.

What follows for a buyer. The limit on the number of properties means a plan to buy several apartments for letting cannot be built here in one personʼs name. And Council of Ministers permission means months pass between contract and title, during which only the registered contract protects you.
