An eOselia payment is not calculated the way an ordinary loan is, and the main difference is not the arithmetic: you do not choose the rate. Your category decides it, which is why the calculator shows two lines rather than one.
What the payment consists of
Principal and interest, as in any mortgage. The rate is 3 per cent for privileged categories or 7 for everyone else, rising after ten years to 6 or 10 respectively. The term runs to 240 months. The down payment starts at 20 per cent of the value, or 10 for young buyers. All of this as of 08.10.2026, and the category is confirmed in Diia when you apply.
Why the same apartment yields different payments
Three reasons, and none of them is the rate. First, the down payment is counted from the appraised value rather than the asking price, and a lower appraisal is covered from your own funds. Second, the term: extra years lower the payment while raising the total interest. Third, the price per metre limit, which can rule the apartment out of the programme altogether.
What the calculator leaves out
Insurance, the appraisal, notary costs and bank fees. They sit outside the payment but inside the money you need at the start, and together they are noticeable. So after the calculation it is worth asking the bank for the full list of one off costs: the programme does not regulate them and each bank sets its own.
The regional limit: why your apartment may not qualify
The price per metre limit equals twice the regional indicative construction cost. The ministry approves those figures by order once a quarter, separately for each region and for Kyiv, and they differ: lower in the western regions, highest in Kyiv. Up to 10 per cent of any excess may be paid from your own funds; beyond that the property does not qualify.
How much income is needed
The programme sets no minimum income; the bank does. The payment may not exceed a certain share of your documented income, and that share differs between banks. So the order is the reverse of the usual: the payment first, then the income at which a bank approves it, and only then the search.
The order worth following
Work out the payment for your category. Check the area norm for your household. Make sure the price per metre fits the limit for your region. Get the bank preliminary approval. Only then order an appraisal or pay a deposit: an appraisal of an apartment that fails is not refunded.
How can I work out an eOselia payment myself
The calculator on the programme page is simpler: price, down payment, term. By hand it is an ordinary annuity formula, but the rate increase after the tenth year is easy to forget and it changes the total noticeably.
Why does the calculator show two payments
Because the programme has two rates, privileged and general. Your category decides which applies, and it is confirmed in Diia. Seeing both before applying is useful.
Will the payment change after ten years
Yes, the rate rises from 3 per cent to 6, or from 7 to 10. The calculator shows that as a separate line, and it is that line, not only the first, that should be affordable.
Does the calculation work for other cities
Yes, the rates and the term are the same across Ukraine. Only the price per metre limit depends on the region, because it is derived from the indicative construction cost for that region.
What if the payment is too high
Raise the down payment, extend the term within 240 months, or look for a cheaper home. There is no fourth route: the programme rate is not negotiable and is identical in every partner bank.
