Housing loans in Ukraine come in two fundamentally different forms: state programs with a subsidized rate and standard bank products. Their terms, the range of eligible properties, and the speed of processing differ so much that comparing them directly makes little sense.
The figures are current as of 22.10.2026.State Programs
The main program is eOselia (eE+ Oselia). The state covers part of the rate, so the final interest for the borrower is several times lower than the market rate. The categories of participants and the rate for each of them are reviewed periodically, so the current terms should always be checked on the day you submit your application, not from an article that is six months old.
The key limitation is the list of eligible properties. Not every apartment qualifies for the program: there are requirements for the year of construction, the floor area per person, and the price per square meter. A significant share of Odesaʼs old housing stock does not meet these requirements.
The second limitation is the bankʼs inspection of the property itself. An apartment with an unauthorized layout change, wooden floor structures, or a recent inheritance is not eligible for the loan.
Bank Programs
A standard mortgage is more widely available and has no strict list of eligible properties, but the rate is market-based and the down payment is higher. This option makes sense when an apartment does not qualify for a state program or when the loan term is planned to be short.
Separately, there are partnership programs between banks and developers. The rate there is reduced during the construction period, and once the building is completed it usually rises to the standard level. This should be calculated over the entire term, not just the first two years.
What the Bank Checks
The borrower is assessed on income, credit history, and debt load. The property is assessed on documents, valuation, and legal cleanliness. The second stage derails deals more often than the first.
The actual time from application to closing is usually from two weeks to a month and a half. You should tell the seller about the loan right away: some sellers refuse on principle to work with credit buyers because of the timelines.
What the Loan Really Costs
Besides the rate, the payment includes mandatory insurance of the property and the borrowerʼs life, valuation, notary fees, and the bankʼs commission. These costs add a noticeable share to the cost of the loan, and programs should be compared by the final total, not by the advertised rate.
The second thing to look at is the terms for early repayment. The ability to pay off the loan early without penalties saves more over a long term than a difference of half a percent in the rate.
Order of Actions
First get preliminary approval of the amount, then look for an apartment. The reverse order leads to losing your deposit when the bank rejects the property.
After approval, allow an extra two to three weeks in the closing timeline for the bankʼs inspection of the property, and lock this timeline into the preliminary agreement with the seller.

The order of steps
Step one. Get a preliminary approval of the amount before you start looking at apartments. Doing it the other way round risks losing your deposit when the bank refuses the specific property.
Step two. Look for an apartment that fits the programme requirements: year of construction, floor area per person, price per square metre. A large part of the old housing stock in Odesa does not meet them, and that is worth knowing from the start.
Step three. In the preliminary agreement with the seller, state outright that the deposit is returned if the bank does not approve that particular property. Without that clause the money stays with the seller.
Step four. Allow an extra two or three weeks in the timeline for the bank to check the property and for the valuation.
What breaks these deals most often
Unapproved alterations. The bank will not take such a property at all, whatever the borrower and the seller want.
A recent inheritance. If the apartment was inherited less than a year ago, most banks ask you to wait or refuse.
Wooden floor structures in the old stock of the centre. That is a technical ground for refusal and there is no way around it.
A seller who does not want the full amount shown in the contract. With a loan the figure cannot be understated, and the deal falls apart at that point, after the deposit has been paid.
