The procedure is identical across banks because the operator, Ukrfinzhytlo, sets it and the application runs through the Diia app. What differs is the speed of the bank, how complete your documents are, and how well the flat meets the requirements. Six steps below, with the places the process usually stalls. Rules as at 31 July 2026.
Step zero: check yourself, not the flat
The first look is at you, not the property. The rate depends on your category: 3 per cent for service members, veterans, medical staff, teachers, researchers and internally displaced people, 7 per cent for everyone else. Your right to the programme depends on the area of housing you own: for a flat the norm is 52.5 for two or three, plus 21 for each person from the fourth.
If your area already exceeds the norm there is no point going further: it is the one condition documents cannot settle. Everything else on this list can be.
Step one: the application in Diia
The application is filed in the Diia app, where your category is confirmed by state registers rather than by your word. At this stage you are not choosing a flat yet: you are finding out which rate you qualify for and what amount a bank will consider.
The same register entry can read differently, so it is worth applying once family composition certificates are in hand: they will be asked for later, and documents prepared in advance save a week.
Step two: choosing among ten banks
The programme has ten partner banks: Oschadbank, Ukrgasbank, PrivatBank, Globus, Sky Bank, Sense Bank, Bank Credit Dnipro, Tascombank, Bisbank and Radabank. The list may grow, so it is worth checking at the moment you apply.
The bank does not set the rate; the programme does. The bank sets other things: the down payment it wants, the form of income proof it accepts, how long it holds an application, and which complexes it has accredited. Accreditation is why the same building qualifies at one bank and not at another.
Step three: a flat that meets the requirements
In Odesa the property requirements are stricter than they look. For most categories it has to be a new build or a building no older than three years. Only internally displaced people may buy on the secondary market up to 20 years old: for the priority categories that limit applies in five frontline regions only, and Odesa is not among them.
The second condition is the price per square metre. The programme sets no maximum loan amount; the limit is that price, which may not exceed twice the ministry indicative value for the region. An excess of up to 10 per cent is paid by the borrower. A city benchmark: a square metre in Odesa new builds is 1 572 $ now. We have 2 491 listing. As of 14.10.2026.
Step four: valuation and the property documents
You need the seller title document, the technical passport and a valuation report registered in the state database. The valuation is the longest part of the package, so it is ordered as soon as the flat is chosen, not after the bank decides.
When the automatic figure is enough and when an appraiser report is needed is covered in our article a separate article on valuation. For the programme the bank almost always wants the report.
Step five: the bank decision
The bank checks three things separately: you, your income and the flat. A refusal on income is settled with more documents. A refusal on the flat does not close the programme: you look for another property. A refusal on the area norm does close it, and that is the only case where there is nothing left to look for.
Step six: the deal and registration
Then comes an ordinary notarial deal, signed together with the mortgage charge. The down payment goes to the seller and the bank transfers the rest. Roughly from 20 per cent, as the programme sets no general floor and the bank names the figure. Under Resolution 998, in force since 10 September 2025, the first five categories buying property up to 2 million hryvnia get part of the payment covered by the state, and the payment itself may run up to 30 per cent.
How long it takes and what drags it out
A fast case is three to four weeks from application to deal. A slow one is two to three months, and the same things always drag it out: family composition certificates, the valuation report, the seller documents and the accreditation of the complex at that particular bank. None of them depends on the rate, so they are prepared in parallel rather than in sequence.
Can I apply to several banks at once
Yes, and it makes sense: banks differ on the down payment they want and on which complexes they have accredited. The rate does not depend on the bank.
Can I buy on the secondary market in Odesa
Internally displaced people can, up to a building age of 20 years. For other categories in Odesa it has to be a new build or a building no older than three years.
What if the price per square metre is above the limit
You pay the difference yourself. The programme allows an excess of up to 10 per cent over twice the indicative value on exactly those terms.
Do I need officially declared income
The bank needs proof of ability to pay in a form it accepts. The document list varies by bank, so this is asked before filing rather than after.
How long is a bank decision valid
The bank sets that period and it is limited. This is why the search for a flat runs in parallel with the review, not after it.
We will shortlist options for your budget and guide the deal from the first viewing to signing.
