The claim that a complex qualifies for eOselia appears more often than the accreditation itself. The catch is that accreditation is not a property of the building but a relationship between that building and a particular bank, so the same complex qualifies at one bank and not at another. Four checks below, each doable in an evening, in the order worth doing them. Programme rules as at 31 July 2026.
Check one: at which bank exactly
The question to ask is which of the ten partner banks has accredited this building, and when that was last confirmed. The programme runs through Oschadbank, Ukrgasbank, PrivatBank, Globus, Sky Bank, Sense Bank, Bank Credit Dnipro, Tascombank, Bisbank and Radabank.
The answer "accredited under the state programme" is not an answer. If the sales office will not name a bank, check on the bank side yourself, and do it before you pay anything to reserve a flat.
Check two: building age and readiness
For most categories the property has to be a new build or a building no older than three years at the date of the contract. That makes the check easy on the primary market and strict on recently completed buildings: a building finished four years ago no longer qualifies.
In Odesa only internally displaced people may buy on the secondary market up to 20 years old. For the priority categories that 20 year limit applies in five frontline regions only, Chernihiv, Sumy, Kharkiv, Zaporizhzhia and Kherson, and Odesa is not among them. This is where disappointment happens most often.
Check three: the price per square metre, not the total
The programme sets no maximum loan amount, which is often understood the other way round. The limit is different: the price per square metre may not exceed twice the ministry indicative value for the region. An excess of up to 10 per cent is paid by the borrower.
So an expensive small flat qualifies more easily than a cheap large one. A city benchmark: a square metre in Odesa new builds is 1 533 $ now, and 1 320 $ on the secondary market. We have 2 464 listings.
Check four: the developer documents
The bank looks at the construction permit, the land title and the scheme under which the flat is sold. What matters for a buyer is that the bank does this checking, not you, and that a refusal on the property is useful information rather than a disaster: it closes that building to you, not the programme.
If a developer asks you to sign before the bank decides, that alone is a reason to stop and price the risk.
What to do when a complex does not qualify
Three routes, all of them real. Another bank, because accreditation differs. Another building by the same developer, because accreditation often runs by phase rather than by company. Or a developer instalment plan instead of the programme, if the term is short and the down payment large.

The order for one evening
Building age first: it either fits or it does not, and that is the fastest refusal. Then the price per square metre, which a calculator settles in two minutes. Then accreditation at your bank. Developer documents last, because they only matter once the first three checks are passed.
Is there an official list of accredited complexes
The programme operator publishes a summary report, while the building level lists are held by banks. So the reliable answer always comes from the bank you are applying to.
Does a building completed two years ago qualify
It does, if it is no more than three years old at the date of the contract and accredited at your bank.
Can I buy on an instalment plan and move to the programme later
That depends on the developer contract and on the bank. Ask before signing the instalment plan, because changing the terms afterwards is hard.
Why does a complex qualify for my neighbour but not for me
Usually because the banks differ or the categories differ. Building age, price per square metre and accreditation are checked separately in each case.
Does a parking space count towards the price per square metre
A parking space is a separate property with its own price and does not enter the residential price per square metre. The programme does not finance parking.
