How to Buy a Resale Apartment in Odesa

Step 1. Set a budget with a margin

On top of the price, plan for the paperwork: notary services, taxes and fees, valuation, plus renovation or furniture if needed. A practical rule: add 5-7% of the price for the transaction and a separate amount for renovation.

Near the sea (Arkadia, Fontan, French Boulevard) prices are higher, but these apartments are easier to rent out and resell. Residential districts (Tairova, Cheriomushky, Kotovskoho) give more space for the same money and good infrastructure for families.

Step 3. Viewing: what to check

  • Walls and ceiling: cracks, leak marks, fresh paint in just one corner.
  • Windows and balcony: do they close tightly, are the frames rotting.
  • Wiring: the fuse box, number of sockets, whether it can handle an air conditioner and a water heater.
  • Plumbing: water pressure, risers, meters.
  • Heating: central or individual, any unpaid bills.
  • Entrance, roof, basement: they decide whether owners will have to chip in for building repairs.

Step 4. Check the documents

This is the most important step on the resale market. At a minimum, see and verify:

  1. The seller's title document: a purchase, gift or inheritance deed, or an ownership certificate.
  2. An extract from the State Register of Property Rights: who owns it, and whether there are arrests, mortgages or bans.
  3. The technical passport: does the layout match reality. An illegal remodel would become your problem to legalize.
  4. Who is registered in the apartment and whether any owners are children. If so, the guardianship authority must approve the sale.
  5. Consent of the seller's spouse if the apartment was bought during marriage.
  6. Certificates showing no utility debts.

The notary checks the registers on the day of the deal, but it is better to learn the apartment's history (inheritance, court cases, frequent resales) in advance. A lawyer or your agent handles this.

Step 5. Negotiation and deposit

Negotiating is normal on the resale market. Good arguments: the condition of the apartment, the need for renovation, a listing that has been on the market for a long time, and your readiness to close quickly.

Once the price is agreed, buyers usually pay a deposit and sign a preliminary agreement. Do it in writing, with a clear deal date and refund terms. Never hand over money without a document.

Step 6. The deal at the notary

On the day of the deal, the notary checks the documents and registers, both parties sign the contract and ownership is registered immediately. Payment goes the way you agreed: a bank safe deposit box, a transfer to an account or another method. After registration you receive the register extract, and the seller hands over the keys and meter readings under a signed act.
